THE DOOR TO THE WORLD MARKET--CB CERTIFICATE AND CB TEST REPORT
In order to fill the need of international trade, certification system has been put into practice in China step by step. The
IECEE-CB Scheme, as unique bridge between different conformity assessment scheme, plays more and more important role in
international trade. .
Brief introduction of CB Scheme
An international Scheme is operated by the IECEE, known as the CB Scheme (Mutual Recognition of Test Certificates for
Electrical Equipment). Test results, viz. CB Test Certificate and CB Test Report, about the safety performance of certain
electrical products and tested on the basis of IEC standards, can be mutually recognized by the National Certification
Bodies of IECEE. The Scheme is intended to reduce obstacles to international trade which arise from having to meet
different national certification or approval criteria. IEC System for Conformity Testing and Certification of Electrical
Equipment, called IECEE for short.
Currently, there are 14 categories of products covered by the CB Scheme (please see following table), the test
results can be mutually recognized among 38 member countries, at the same time, can be accepted by other
countries out of CB Scheme. The member countries of IECEE-CB Scheme are as follows: Austria, Australia, Belgium, Canada, Switzerland, China, The Czech Republic, Germany,
Denmark, Spain, Finland, France, United Kingdom, Greece, Hungary, Ireland, Israel, Italy, India, Japan, Korea,
Mexico, Netherlands, New Zealand, Norway, Poland, Portugal, Russian Federation, Rumania, Sweden, Singapore,
Slovakia, Slovenia, Turkey, Ukraine, USA, Yugoslavia, Africa.
Taking full advantage of CB certificate and CB test report
1. Transfer to Foreign Certificate：
If you have gotten CB Test Certificate and CB Test Report, you can apply for the national certificate of other countries
directly. National Certification Body reviews the CB Test Certificate and CB Test Report (including attached report
covering national differences, if necessary, a specimen of product is required.) If the result of this examination is
favourable, national certification or approval shall be granted by the NCB without additional testing following its
own statutes and rules of procedure.
2. Transfer to CCEE Certificate：
You can get CCEE Certificate of China according to CB Test Report and the test covering national differences.
3. Accepted or approved by other countries directly：
Your product can be exported to some countries based on CB Test Certificate and CB Test Report.
Advantages of CB Test Certificate
Before applying for foreign certificate, if you apply for CB Test Certificate firstly, you shall save much money and
time sending samples and mailing documents because the test is done in domestic CB testing laboratories. If you
have gotten CB Test Certificate when applying for foreign certificate, all or most CB test results shall be accepted
without additional test nearly. At the same time, time and money can be saved also. Because the product applying
for certification has been tested according IEC standards, the confidence will be raised.

Procedure for obtaining a CB Test Certificate
The applicant may be a manufacturer or act on behalf of a manufacturer. The application may cover one or more
factories within one or more countries, where the product will be manufactured. Note: according to the rule the
applicant will be the holder of the CB Test Certificate, if the applicant acts on behalf of a manufacturer, the holder
of CB Certificate will be the agent of the manufacturer.
The application shall contain as a minimum the following information:
-- name and address of the applicant;
-- name and address of the manufacturer, if different from the applicant;
-- names and addresses of the factories where the product will be manufactured;
-- name, mode/type and trade mark of the product;
-- business registration certificate of the applicant;
-- technical documents of the product (if necessary);
-- address, telephone and fax number of contacting person.
